[OPLINTECH] "Preferred Reseller" status from Manufacturers

I'm running into an increasing number of manufactures (I won't use names, but this includes PC makers, network equipment, and storage vendors to name a few) who pre-determine which of their resellers will receive the optimal pricing when responding to bids. One vendor in particular calls them "big deals" and basically locks other resellers from even bidding on a sale.
Although I understand why some companies do this, as a State/Local government entity, we need to ensure that we are following fair guidelines in bidding. I also don't like that I have no choice in selecting vendors, since price is often the driving price on commodity hardware sales.
Do others run into this? How do you handle it? What the response from your purchasing department?
Any thoughts would be appreciated!
