[OPLINTECH] need help with a project

The North Baltimore Library is directly across Main Street from the North
Baltimore Area Historical Society. We would like to allow them to piggyback
on our Internet the 1 day a week they are open.
We have tried to set up a wireless router (TP Link TL-WR841N) in the front
window of the Library and password protect it. They receive a very weak
signal in the upstairs office of the Historical House but no signal in the
downstairs office which is located in the rear of the house.
There is a weak to moderate signal in the front room right at the front
window.
They cannot move the office to the front room for several reasons.
Is there some way to pick up this signal at the front window and either
transmit it wirelessly or via cable to the rear of the house to their
office?
I am in the middle of this mess and up to my neck. Can anyone give me some
advice? If your advice in spoken in Techish, I will need it translated to
English. ;o)
Help! They won't go away! I need a miracle here!
