Yes I’m sure you could use group policy. However I don’t know which policies to change and researching it might have taken me just as long. I started off with the instructions I have which did not include anything about GP.

Kenneth,
I have not tried yet with 8.1 but can you not use group policy and change the default shell as you used to be able to and run ie instead of explorer.exe as the default shell with the kiosk mode switch and default home page set to overdrive?

We recently got a 27” Dell all-in-one to use as an Overdrive Media Station. It runs Windows 8 and Overdrive has some instructions which are now outdated with Windows 8.1 and require you to purchase a software program called Inteset Secure Lockdown for $25. After some trial and error and I figured out how to accomplish a locked down kiosk station for free, since most libraries are on a limited budget.
1) Create a Microsoft account if you don’t already have one.
2) Make sure it is updated to Windows 8.1, you will need 8.1 to take advantage of assigned access.
3) After you log on with your MS account create a standard user local account, this will be the logon user for the OD station.
4) Log on to the local account you created. Go to the store and download the app – Kiosk Browser, this is where you need the MS account.
5) Open up Kiosk Browser and configure it with the URL from Overdrive. Swipe in the charms bar-->settings-->preferences
a. Enter in the URL in the start URL
b. You can change the other options based on your preferences
6) Log off and back into your MS account
7) Create assigned access for the local account and give it access to the kiosk browser app. This site has good instructions on how to do that: http://www.howtogeek.com/173562/how-to-easily-put-a-windows-pc-into-kiosk-mode-with-assigned-access/ I tried a couple of third party programs and this is the best way to lock out the Charms bar.
8) The last part is a bit annoying. When trying to logon for the first time in Assigned Access the account freezes. I found the best way to fix this is the boot into the bios and change the boot from UEFI to legacy and unsecure boot. It then boots up with an error. I go back into the BIOS and change it back and the account works fine, but takes a moment or two to run right the first time. It must have something to do with MS secure boot options.
9) This was the best free way I found to create a Windows 8.1 kiosk for the Overdrive Media Station, though I bet you could do it for any kiosk station as long as it’s using a Windows Store app.
