[OPLINTECH] Library Host Speedtest

We are trying to provide Northern Ohio with a better Speedtest. We want to
offer more services with our big upgrade Tuesday, (Thank you Karl.) I'm
slightly familiar with Wireshark and do want to test our network with it
sometime.
