The culprit was a Group Policy that was applied in 2005 … for whatever reason. It’s resolved as of today.

Thanks to Justin @Medina for hooking me up with the Group Policy Management tool… I was a half step away from the fix because of Justin’s early intervention. Just not enough hours in the day…
