[OPLINTECH] OPLIN Network Update

Just a quick announcement for an invisible but interesting change.

This morning the OPLIN core's internet link was bolstered from a single 10G
path to a 20G aggregate link. This gives us:

a) Double the bandwidth to the outside world
b) The ability to have either one of those links go down without any
disruption to the network

This change was already scheduled as part of some other core work in the
coming weeks, but due to a 4 minute outage Monday night we pushed up the
timeline on this specific piece. After extensive digging into the short
outage on Monday it was narrowed down to either an unlikely hardware
malfunction, or 3rd party human error.

No matter the cause, the resolution is to build in redundancy to insulate
against that type of event, which is now complete.
