All,

We've been experiencing intermittent slow downs across the whole of the
OPLIN network, and the issue has been tracked to a misbehaving 10G fiber
connection on an OIT security appliance at the state network border. This
issue is outside the OPLIN network and is affecting all agencies inside the
state network.

OIT engineers are readying replacement hardware, and will make a cabling
change tomorrow morning at 6:30am to swap out the trouble equipment.
Expected outage from the change should be very short, just as long as it
takes to move the physical connections.
