[OPLINTECH] New OPLIN SMS Gateway reporting

Afternoon all!

On Monday Dec 10th the OPLIN SMS Gateway (the service that sends library
notices as text messages) will begin sending your library weekly
transaction reports in lieu of multiple error notification emails. The
email will contain a csv attachment showing the phone number, timestamp,
and status of every message that's passed through the gateway for your
library. The SMS messages themselves will still be delivered ASAP 9am-9pm.

If you'd like to verify/update the email address which will be receiving
the report for your library, just let support at oplin.ohio.gov know.
