[OPLINTECH] ATT 3G sunset day

ATT is turning off their 3G network on February 22, 2022.

Impacted devices include older phones and IOT modems, including some
security and fire alarm monitors and connected vehicle systems. 4G devices
that handle connection authentication over 3G will also be impacted.
If a patron is asking for help with a device that unexpectedly has no
service starting today, it might be worth checking if the device is on
ATT's list of supported devices, and whether the patron's carrier is ATT /
an MVNO.
