[OPLINTECH] Issues with Ancestry, HeritageQuest, and Fold3

We have received reports of issues with several ProQuest resources.

ProQuest is working to resolve an outage for Ancestry, Heritage Quest,
Fold3, and other titles. No ETR has been published at this time, but we
will update you as we learn more.
