[OPLINTECH] Internet traffic outage

Good afternoon,

OPLIN observed a widespread disruption to library network traffic bound for
the public internet today at 1:10 p.m., and again from 1:32 - 1:55 p.m. The
issue affected traffic bound for more than one service, and we saw up to
90% packet loss to major cloud providers. When we learn more, I'll pass it
along to you.
