[oplinwebkits] Price change for Website Kits maintenance

The OPLIN Board intends that the revenue from the OPLIN Website Kits
service (https://www.oplin.ohio.gov/webkit) covers our actual costs to
build and maintain them. Prices for the service have not changed since
2015, although staffing costs have risen.

For the next fiscal year that starts July 2019, annual maintenance and
upgrade costs will increase $20, to $360 for the year. The increase in
annual maintenance price will apply to *all *website kit customers. All
other prices for special modules, custom programming, etc., remain
unchanged.
