[oplinwebkits] New feature coming this summer!

Hello all,

We're excited to announce that, this summer, your current Emergency
Messages function will be replaced by a new feature called Sitewide Alerts
(this is already installed to some very new Website Kits).  The new feature
includes:

   - Two different styles of alerts
   - The alerts span the full header and remain at the top
   - Alerts can be scheduled to appear/disappear at specified times
   - Alerts can be set to appear only on certain pages
   - Alerts can be edited and re-used

When Sitewide Alerts are installed to your library's site, you'll receive
an email to let you know. Meanwhile, you can see what the look like and how
they're created in this YouTube tutorial
