[oplinwebkits] Scroll animations on Core Plus and Hero Plus templates

We have had some requests to disable the scroll animations on the new
"Plus" templates. We hear you, and we can now accommodate this. *These
templates come with the animation by default; if you would like the
animations removed, please contact me directly at laura at oplin.ohio.gov
<laura at oplin.ohio.gov>. * Otherwise, you don't need to do anything.

*Please note that this animation removal is all-or-nothing. * We cannot
remove animation from only some of the elements; if it is removed, it has
to be for all of them.
