[Seo-circ] Staples in Envelopes

We spent a lot of time removing knots and even double knots in cargo bags.
We were all told to use slip knots, it make it easier to remove the knots.

We have been receiving an abnormal number of stapled envelopes through
cargo. Some were sent prior to the cargo transition, but others were sent in
July and August.

Please stop using staples! Removing staples greatly increases the amount of
time we spend processing incoming cargo. We use two to three rubber bands
per envelope instead and this has been more than adequate.
