[SEO-Members] delivery misdirection

[mpercic at seolibraries.org]

We have been getting many bags of materials for both WCH and CEL, bags that
should go to CFP or CPL. Please pass the word along that not all C(arnegie)
libraries are the same. Now it is not just the extra delivery time but also
the quarantine time that keeps patrons from getting materials.
