[SEO-Updates] New User Demographic

Hello everyone,

Beginning January 15, 2020, you may notice a new demographic available in the User Registration/Modify User Wizards - Outreach Location. For now, please disregard this category as it will be implemented in the future. The SEO ILS staff will make an announcement once this category is available for general use.
