[SEO-Updates] Plan to Resume Consortium Holds

Statewide delivery will resume on June 29, 2020. Because of the backlog of materials at the Priority Dispatch hubs and in your libraries, a timeline to re-implement consortium holds has been created and reviewed by the advisory committee.
