[SEO-Updates] Renewal Override Change

Hello everyone --

At the February 28 Advisory Committee meeting, the committee voted to eliminate the ability to override the maximum renewal limit. In most cases, the maximum renewal is set to four times per item; however, this limit may be less for certain item types like hotspots. This change will be in effect on Wednesday, March 11, 2020.
