One small point of clarification.  The policy about "for personal gain"
is the OPLIN policy on use by library staff.   

The issues surrounding use by the public are more complex, and always a
matter for local policy.  As Jim Mann pointed out, a huge variety of
activities can be carried out on the Web using a standard browser that
in no way violates most libraries' policies, and causes no harm to the
shared resources of the network.
