[OPLINLIST] Please help

Hi everyone!
    I have another question for the list. We have a new patron who is 
deaf. Our computer policy states that chatting and instant messaging is 
not allowed. A gentleman that came with her one day said that i.m. was 
her only means of communication and by law, we have to give her that 
access. I don't have a problem with it, but does anyone know if that's 
true? A staff member wondered why she couldn't use e-mail. Thanks!
