[OPLINLIST] New OPLIN service sends library messages to cellphones

OPLIN now offers a free service that allows libraries to send 
notification messages directly to patrons' cellphones via standard Short 
Message Service (SMS) "text messages" instead of sending messages to 
their e-mail accounts.
