[OPLINLIST] scanning charges

How do libraries that provide a scanning service for clients handle 
the process?  Currently we will scan and send to an email at no 
charge.  We do charge for a scan to print.  The service has come to 
demand a great deal of staff time (scanner is accessible to staff only).

Do other libraries:
         Limit the number of items to be scanned per patron, per visit?
         Charge the patron?
         Have a policy to share on the topic?
