Library Directors,

 

The State Library of Ohio and OhioLINK issued a joint Request for
Proposal (RFP) through the Department of Administrative Services/Office
of State Purchasing in March 2011 for statewide delivery services.  Five
vendors submitted timely responses to the RFP in April 2011.   After
review and evaluation of the submitted responses, US Cargo was awarded a
contract effective July 1, 2011.  

 

For Ohio libraries, the award of a new contract with US Cargo resulted
in an overall price reduction of approximately 10% (bags) and 14%
(plastic containers) over the current FY 2011 (7/1/2010-6/30/2011)
pricing.  The pricing for FY 2012 (7/1/2011-6/30/2012) is below the
level that was in place for FY 2010 (7/1/2009-6/30/2010).  Due to the
overall reduction in pricing, we would encourage libraries to increase
their levels of service by adding days.  Increasing days of delivery
service at library locations balances out the movement of bags
throughout the system.  

 

The State Library will continue to invoice Ohio libraries for statewide
delivery services and Ohio libraries will pay the State Library.  The
State Library will in turn pay US Cargo.  The pricing structure will
include a daily rate for each stop plus a fuel surcharge and will be
reflected as one blended rate.  There will no longer be separate pricing
based on the type of shipping containers used.

 

The pricing for FY 2012 (7/1/2011-6/30/2012) for 52 weeks of service is:

 

Two Days                   $1,892

Three Days                $2,838

Four Days                  $3,784

Five Days                   $4,730

 

The pricing for FY 2012 (7/1/2011-6/30/2012) for 34 weeks of service is:

 

Two Days                   $1,236

Three Days                $1,854

Four Days                  $2,472

Five Days                   $3,090

 

US Cargo will be streamlining their routing operations and moving to
longer routes and larger vehicles for more efficient operations under
the new contract. 

 

Within the next several weeks, you will receive a renewal notice with
your current level of delivery services as well as additional details
related to the new contract.  The form will enable you to continue
and/or change the level of delivery service for the new fiscal year.
Once the form has been signed and returned, your library will be
invoiced after July 1, 2011.

 

We encourage libraries to continue to use the Delivery Customer Service
Form to document service issues with US Cargo.
