[OPLINLIST] OPLIN SMS Service Update

All,

After chronic issues with AT&T we've found a new SMS carrier and have successfully modified the OPLIN SMS gateway to work with the new carrier's api. The first full day of the new config was yesterday, and everything seems to be working properly.

The main differences you'll notice...

-Messages now come from the short code 76000
-Max length has been reduced to 152 from 160
-Faster turn around and arrival times
