[OPLINLIST] State Library Board Approves Grant to Continue Statewide Access to Core Set of Databases

The State Library of Ohio Board recently approved a $1,600,00 federal Institute of Museum and Library Services (IMLS) LSTA grant to The Ohio State University for Libraries Connect Ohio (LCO) to purchase the Ohio Web Library core set of electronic databases for July 1, 2016 - June 30, 2017 year. "Supporting the Ohio Web Library with IMLS LSTA funding is one way the State Library Board works to ensure that all Ohioans have access to high quality, relevant, and reliable electronic resources, at no cost to Ohio's libraries, schools, universities, and residents," expressed State Librarian Beverly Cain. "The Libraries Connect Ohio partnership, now in its 13th year, continues to set high standards for library collaboration, resource sharing, and cost efficiency."

The core collection of electronic databases is available to all Ohioans through the Ohio Web Library and includes full-text digital magazines and journals; general reference resources such as encyclopedias, almanacs, business data and directories, statistical information and resources for skills building and personal development; humanities, arts and science resources; and records, directories, photos, and more for genealogy research.

"Access to reliable and credible information, and instantaneous delivery of that information, is a necessity for success in business, education, and everyday life," said Stephen Hedges, Executive Director, OPLIN.

The State Library of Ohio<http://www.library.ohio.gov>, OhioLINK<https://ohiolink.edu/> (Ohio Library and Information Network), OPLIN<https://www.oplin.ohio.gov/> (Ohio Public Library Information Network), and INFOhio<https://www.infohio.org/> (Information Network for Ohio Schools) formed Libraries Connect Ohio in 2003 as an initiative to define and deliver a Statewide Core Electronic Information Collection to provide a common set of information resources. The partnership exemplifies the value of collaboration. Libraries Connect Ohio improves the buying power and breadth and scope of electronic resources available to all Ohio residents regardless of where they live or go to school. The savings affords libraries and library networks the ability to build on the core collection in Ohio Web Library by purchasing additional resources to meet the needs of their patrons.

"Through the use of LSTA grants and the groundbreaking collaboration between OhioLINK, OPLIN, and INFOhio, with the support of the State Library, there is significant cost-savings to all taxpayers and an increased amount of content provided statewide," stated Gwen Evans, Executive Director of OhioLINK.  "This collaboration between school, higher education, and public libraries also ensures quality resources to support transitions from K-12 to college to life-long learning for Ohio citizens."


"Because of the LCO partnership, all 1.9 million Ohio PreK-12 students, have access to high-quality educational digital resources that help them learn to read and prepare them for college and careers," said Theresa M. Fredericka, Executive Director of INFOhio, Ohio's PreK-12 digital library and an LCO partner. "We know that 90 percent of Ohio schools rely on LCO for all or most of their digital content. Without it, those students would find themselves on the wrong side of the digital divide."

LSTA grants can only be awarded for one year at a time. Libraries Connect Ohio has used LSTA funding since 2003 to purchase a core collection of information resources benefiting all Ohioans. The core collection of databases includes the following electronic resources:


Ancestry Library Edition: Database of genealogy records. Unlike the other Ohio Web Library databases, Ancestry Library Edition is restricted to on-site library access (no remote access).

EBSCO Consumer Health Complete:  Contains access to easily understandable health and medical information for the everyday consumer seeking health care materials.

EBSCO Core package of databases: Includes a wide variety of periodicals covering general reference, business, health, education, general science, multicultural issues and much more.

EBSCO Literary Reference Center: This full-text database provides a broad spectrum of information on thousands of authors and their works across literary disciplines and timeframes.

EBSCO Points of View Reference Center: Contains resources that present multiple sides of an issue. This database provides rich content that can help students assess and develop persuasive arguments and essays, better understand controversial issues and develop analytical thinking skills.

EBSCO Science Reference Center: Contains full text for hundreds of science encyclopedias, reference books, periodicals and other reliable sources. In addition, the database includes a vast collection of images from sources such as UPI, Getty, NASA, National Geographic and the Nature Picture Library.

Science Online by Facts on File: Comprehensive, curriculum-oriented overview of a broad range of scientific disciplines in a variety of useful formats.

World Book Online: World Book Encyclopedia content, eBooks, multimedia, a vast collection of primary source documents, and a wealth of research tools that allow students to customize and save their work. Also includes Early World of Learning!



The Ohio Public Library Information Network (OPLIN) provides broadband Internet connections and related information services to Ohio public libraries. Their primary mission is to ensure that all Ohio residents have fast, free public Internet access through the 251 independent local public library systems in Ohio, as well as the use of high-quality research databases not freely available on the World Wide Web. Though the eventual consumers of their services are often members of the general public, their actual customers are in fact limited to the public library systems of Ohio.



OhioLINK is a consortium with 121 libraries as full members. These libraries are distributed among 93 different Ohio colleges and universities. OhioLINK membership includes the State Library of Ohio, 16 public university libraries, 52 independent college libraries, 23 two-year college libraries, 16 branch campus libraries, 8 law school libraries and 5 medical school libraries. Library and other academic partners work collaboratively with OhioLINK to offer the greatest breadth and depth of resources to their patrons at substantial savings to the State of Ohio.



INFOhio, a statewide cooperative school library and information network, supports and enriches teaching and learning by providing equitable access to quality resources for Ohio's PreK-12 community of students, educators and parents. INFOhio's components include electronic resources for schools, instructional development for teachers, and school library automation - all promoting information literacy and media literacy through the use of technology.



The State Library of Ohio is a state agency that serves state government and all types of libraries. The vision for the State Library is a Smarter Ohio where every Ohioan can access the necessary resources to be engaged citizens, excel at their jobs, participate in the workforce, and pursue their passions and interests.
