[OPLINLIST] iPad as reader for vision impaired

Hello All,

Our local Lyons club donated an iPad Mini 3 to our library last year, with the hope that we could use it to offer services to vision impaired patrons.

We have a request to convert several scanned documents (PDF files) into a format that could be loaded into the iPad, which would then read them aloud to a blind patron.

I am afraid that I do not have any technical expertise in this – is this a project that we could easily accomplish without much expense? If so, can anyone tell me the required software and process? Can a totally blind person navigate the Mini touch screen successfully?

I would appreciate any assistance.
