[OPLINLIST] wind chill

I know some schools do this because they are required to function "in loco
parentis" - but libraries are not.

Often a library may be the only place some people may be able to go to get
into a warm place.  As long as my heat is working in the library, I would
not close due to simple wind chill.

I know.  I am mean.
