Jim pointed helpfully to OLC's analysis.  Again, I'm not a lawyer,
but the part Jim quoted is the segment of the law determining
to whom CIPA applies.  The actual text of the law says that none
of the specified funds will be made available to a library unless 
that library "has in place a policy of Internet safety for minors that
includes the operation of a technology protection measure with 
respect to any of its computers with Internet access [...]"

The key words being "any of its computers."

I am quoting from section 1712 of the law.  It can be found on
