I think CIPA is pretty clear that it includes all internet connections
provided by the library coming in.  Here is a link that may help

Here is the first line from the FAQ
Q. What does the Supreme Court decision mean?
The Children's Internet Protection Act (CIPA) requires those libraries that
obtain federally funded Erate
and Library Services and Technology Act (LSTA) assistance for Internet
access, Internet
service, internal connections, to purchase computers used to access the
Internet, or to pay for
direct costs associated with accessing the Internet,....

Key word being connections.

At PLA, a speaker indicated that CIPA specifies that the
"library's computers" need to be filtered.  It does not say 
that library Internet access has to be filtered, or that
devices owned by library patrons need be filtered.

I am, of course, not a lawyer.  Even if the letter of CIPA
allows the loophole of unfiltered patron computers, that is
clearly in violation of the law's intent.
