[OPLINTECH] Out of state access

Gurus...

Our current policy is that library cards are available to people outside-Ohio for a fee.  These accounts expire in one year.

We would like to restrict access to our online resources to actual cardholders without full-blown user authentication checks against our ILS.

Any ideas?
