[OPLINTECH] Traffic Shaping

Are libraries allowed to block ports / protocols? I could see this being argued as censorship. Granted most of p2p / torrent traffic is copyrighted material, there are linux distros and open source content shared through peer to peer networks. Modern games are bandwidth intensive but so are streaming websites like YouTube, Hulu, Netflix etc. Would it be unfair to block a specific type of entertainment? I am not sure what the laws are on blocking websites / ports for bandwidth purposes. You could place a bandwidth cap on the public side as a whole if you are worried about gamers bringing the staff network to its knees, or better yet place a bandwidth cap on each device so that all patrons have an equal amount of bandwidth. You may want to check freedom of information laws before you implement anything.

We don’t do much with gaming, patrons can’t install games, but they can play online games. We block P2P networks.

I'm wondering if anyone would be willing to share the following:


  1.  Your library's policy on Internet usage, outside of adult content.  Specifically, do you place any restrictions on P2P, gaming, or other high bandwidth applications?
  2.  Are you performing any traffic shaping to prevent any of those aforementioned high bandwidth applications from slowing everyone down?

Any insight would be appreciated!
