[OPLINTECH] OPLIN policy revision

Last week, the OPLIN Board approved a policy revision that may be of
interest to some libraries.

The old "Policy on Extending OPLIN to Other Institutions" was changed to
the "Policy on Extending OPLIN Connections Beyond the Library" (
http://oplin.ohio.gov/content/policy-extending-oplin).

The first version of the old policy was approved back in 1998, and
originally was intended to address questions from libraries about sharing
their OPLIN T1 lines with local schools. Over the years, the policy has
been updated several times to reflect changes in the ways Ohio public
libraries use the Internet. The policy change approved last week is the
first revision since 2012, and addresses questions about extending OPLIN
Internet connections to community locations outside the library premises.

Please note, when reviewing this policy, that we are not concerned with
people who use a library's Wi-Fi from the parking lot, etc. The E-rate
people consider this to be "ancillary" use of bandwidth and do not require
that it be tracked or reported.
