[OPLINTECH] Allow software on public computers other than what's installed?

Same. Thanks for your thoughts, and for putting them so well, Chad.

Any other opinions? I can imagine there must be some security risk in 
allowing this, though of course everything we do is a balance between 
security and service, and the risks here don't seem inordinate.
