[DPLAsteering] technology discussion 0128 notes

As a followup to the Steering Committee meeting (1/22) a small group had a
call regarding use of Hydra or Repox software and the impact on staffing.
This was an outgrowth of the Steering Committee's budget discussion.  Please
find the notes from our January 28th call. As you will see the discussion
resulted in some further work on the part of the technology working group.
