[OPLINLIST] Insurance premiums

Are any libraries on the UAN system using a "Premium Only Plan"  to deduct
the employee share of health premiums pre-tax?   We have been told that we
cannot do that on the UAN system but it doesn't make sense because it is
just a matter of deducting the insurance premiums before calculating taxes
so employees are not paying tax on premiums deducted from their pay.
