OPERS announced adoption of the Health Care Preservation Plan (HCPP)
more than two years in advance of implementation, giving retirees and
active members time to prepare for changes to the current benefit
structure. On Sept. 9, 2004, the Ohio Public Employees Retirement
System's (OPERS) board voted to adopt a HCPP with an effective date of
Jan. 1, 2007.
