[OPLINLIST] Patrons filing bankruptcy

    We asked the prosecuting attorney of Warren County if we could object to
the discharge of debt for the cost of items not returned when patrons file
bankruptcy .  We thought we might be able to do this on the basis of those
items being public property.  .  He is researching this question.  In the
meantime, it was his opinion that we did not have to restore borrowing
priviledges to these patrons.    Our municipal prosecutor goes so far as to
consider that not returning library materials is theft.
