[OPLINLIST] Would this idea fly in your library? Free books to all children

A candidate for Columbus City Council who works for the Worthington
Libraries has proposed that the City of Columbus purchase all books
remaining after a Friends of the Library Sale and then distribute those
books, free of charge, at city recreation centers.

Only books in good shape would ever get to the Friends sale in the first
place so it wouldn't be considered a "dumping" issue.

The City would buy these books from the library at a steeper discount
than the price Friends would pay but still, all books would get sold and
carted away.

Does this seem like a reasonable proposition for libraries and city
government? Could such a program spread state-wide city by city? What
obstacles do you foresee? Can municipalities legally purchase such used
materials?

By the way, I am that candidate and am, of course, on a break - not on
library time. Anyway, more details can be found at jeffgreek.com
