[OPLINLIST] building emergency policies

I am working with the Ohio Highway Patrol to provide a program for staff
and patron safety for the convention this fall. I would like to have
copies of policies that libraries have in place to give to the patrolman
that is speaking so that he can see what we have in place and offer
advice as to how to handle various situations where staff and patrons
might feel threatened. It would also be nice to offer situations that
have been encountered in libraries. Some of the scenarios that I had
thought of were a suspicious bag/package found in the library, gangs
intimidating staff or other patrons, mentally or emotionally ill patrons
who threaten staff or patrons; robbery, bringing a weapon into the
building, etc. They would like some sample policies to look over and
they would like to see the kinds of scenarios that libraries deal with
or potentially worry about. If you could email or fax these to me, I
