[OPLINLIST] free lunch program

I have compiled the replies I received for the free lunch programs.  I was
not surprised to hear negative comments about it.  My concern is that there
are already 2 lunch sites that are each 3-4 blocks from the library, so I
don't know what numbers we are discussing.
