For those libraries that are not using OCLC Resource Sharing (or even if you are), don't forget that joining OLS: MORE is an option. You do need to be on US Cargo, agree to the Principles of Cooperation (http://library.ohio.gov/IT/MORE/Principles), and have a Z39.50 server and authentication service available. If your library is interested, send an email to olsmore at sloma.state.oh.us.

Thank you everyone for your responses to date.

My proposal only applies if you are currently an OCLC Resource Sharing
member or you are planning on joining.

This would work entirely through OCLC's existing setup, just adding
another group to join.

This is not MORE and has nothing to do with it.

However, lots of libraries who do not use MORE are using US Cargo (as
we are) because it is far more cost effective for shipping materials
around in state than USPS.  OhioLINK uses US Cargo.  If you don't have
it, and mail more than a dozen packages a week to other libraries, you
should consider it.
