Possibly this freeware program for creating interactive network, flow charts, 
linked diagrams, etc., has been mentioned before.

Not full featured, but fairly easy to use. Looks as if you could add more symbols.

See attached pdf for non-interactive network diagram of our library, created 
yesterday.
(PDFCreator   http://sourceforge.net/projects/pdfcreator/  used to make the PDF 
file.)

Using NetworkNotepad to view the network has more features.
Mouse rollover to display info. Display pre-entered IP's. Cisco Discovery 
Protocol.  Etc.

This simple flow chart was created.
