JOB POSTING

Position: Part-time Fiscal Officer

Rate of Pay: commensurate with experience

FLSA Status: Exempt

Hours: Salaried based upon 15 hrs/wk

Direct Reports: Deputy Fiscal Officer

This employee will have direct responsibility to the Board of 
Trustees and, in cooperation with the Deputy Fiscal Officer, will 
assist the Library Director in ensuring sound fiscal control of the 
library and financial forecasting for the library.

A Bachelor's degree with an emphasis in business or accounting or 
related field, as well as 3-5 years experience in the administration 
of a governmental fund accounting system.  The successful candidate 
will possess a strong knowledge of state and federal laws related to 
the financial management and investment of public funds, generally 
accepted accounting principles, fund and cash-basis accounting, and 
financial planning.

General duties include:
    * In cooperation with the Deputy Fiscal Officer prepares, 
maintains, and publishes required financial statements for the Board 
of Trustees, State Auditor's Office, and other agencies as required.
    * Develops financial forecasts, long-range plans, and cash flow 
projections.
    * Submits budget request to County Budget Commission and attends 
commission hearings.
    * Knows and understands the library's statutory requirements and 
powers as authorized by the Ohio Revised Code, Ohio Administrative 
Code, opinions of the Attorney General, and applicable laws and regulations
    * Oversees all public bid processes, prepares or reviews bid 
specifications, recommends the acceptance of bids, and monitors the 
administration of contracts.
    * Oversight of receipts and expenditures, purchase orders, 
payment of invoices, and assures proper approval of invoices for payment.
    * Maintains a safe or safe deposit box for legal documents, 
inventory, accounting back-up files, and information for required 
disaster recovery.
    * In cooperation with the Deputy Fiscal Officer, Director, and 
Board of Trustees, prepares annual budget and appropriations 
documents according to state and federal law.
    * Attends Library Board meetings, appropriate committee meetings, 
recommends policies and advises Board of Trustees and Library 
Director on fiscal matters.
    * Makes financial reports to Library Board, staff, and community.
    * Responsible for internal control procedures for fiscal matters.
    * Responsible for the care, custody and control of all monies, 
including the investment of funds in accordance with the Ohio Revised 
Code and library policy.
    * Assists the Director in budgeting, financial, and purchasing 
functions of the Library.
    * Administers and negotiates Property & Liability Insurance and 
Directors and Officers Insurance in cooperation with the Library Director.
    * Demonstrates a positive attitude and supports library goals and 
objectives.
    * Perform other duties as assigned.
