Description:
The Executive Director performs independent work at a high level of
expertise. The Executive Director successfully facilitates the strategic
plan of the NEO-RLS, the Regional Library Systems, the State Library,
and other state and federal agencies. The Director has strong knowledge
of library services and operations, an inquisitive and people oriented
personality, and the ability to draw disparate parts into a focused
vision in multiple areas such as, but not limited to, continuing
education, technology applications, resource sharing, cost-sharing, and
external funding opportunities. The Director must have the ability to
lead, develop membership consensus, and manage change effectively. The
Director coordinates and assists in the political representation of the
NEO-RLS membership. The Director provides administrative oversight of
NEO-RLS's daily operations. The Director works with the Fiscal Officer
and the NEO-RLS Board of Trustees to develop an annual budget and
maintain a strategic fiscal plan. Superior communication and personnel
management skills are essential. The incumbent is appointed by and
responsible to the Board of Trustees. 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Acts as a leader for the
NEO-RLS membership, NEO-RLS staff, and Regional Library System
Reviews current and future trends in libraries and information
technologies and provides regular summaries to NEO-RLS membership
Develops consensus among membership in the following areas:

Continuing education
Political strategies
Collaborative, multi-library projects
Resource sharing
Cost sharing
External funding opportunities

Provides administrative oversight to the NEO-RLS office: Responsible for
NEO-RLS personnel management including hiring, termination, promotion,
recommendation of salary adjustments, staff training, and staff morale
Approves, consistent with the budget, the purchase of library materials,
supplies, equipment, and other expenses associated with the NEO-RLS
Office
Regularly communicates with the NEO-RLS staff and membership the status
of ongoing projects and new initiatives
Acts on a consultant basis by providing expertise in all areas of
library organization and access to information
Attends meetings at the State Library of Ohio and actively participates
in professional associations
Requires extensive driving within the NEO-RLS region and throughout the
state

Qualifications:
A Master's Degree in Library Science from an ALA accredited school or
equivalent required. A minimum of five years prior
supervisory/administrative experience also is required. Must qualify to
be bonded

Salary:
$65,000 to $75,000 per year

Comments:
The Executive Director must be able to use a personal computer for word
processing, spreadsheet production, database management, and e-mail. In
addition, the Director must be knowledgeable of current library
technology, including but not limited to online public access catalogs
and the Internet. A history of success in obtaining grants and other
external funding is preferred. The Director is expected to have and
maintain good interpersonal and communication skills; maintain a
tolerance and sensitivity to the needs of members, patrons, and staff;
maintain a positive and pleasant attitude and be cooperative with
members, staff and co-workers. Must have a valid driver's license,
appropriate automobile insurance, and reliable means of transportation
to enable extensive travel in the region and the state to consult,
conduct workshops, and attend meetings. The ability and manual dexterity
needed to operate a personal computer and keyboard, printers, telephone,
and other office equipment also is necessary.
