[OPLINLIST] Ethical Finance Question

Hello All,

Hoping all of you have electricity and have dug out!

If you have to ask yourself, " ... is this situation ethical or not..."  it
probably isn't BUT I am going to ask anyway.

We have implemented an Early Literacy Training Program for Adults and at
the end of each session a parent has received a brand new age appropriate
book. During our Book Camp (summer reading program) after a program a child
has received a brand new book to take home. Grants and donations from both
individuals and foundations have always provided the monies for the
purchase of these books to give away.

This is the part that I am hung up on---GIVE AWAY---I have never used tax
payers' monies (PLF) for the  give aways, but what do the rest of you do
for give-away books? Do you use PLF monies? Our local grant and foundation
monies are harder and harder to come by these days. BUT, I want to make
sure I am doing the right thing and if the rest of you are using PLF monies
and have been audited then it must be okay. "Give Away"---tax payers'
monies--it just sounds wrong in my head somehow.

I will look at ORC now, maybe it has something.
