Just to clarify: the article in question is apparently web-only content for them. It has never appeared in a print issue and is - as far as I can tell - not on MasterFile.

Consumer Reports is still available in full text via EBSCOhost
MasterFile.  My library does pay for ConsumerReports.org, but mostly
because the interface is more patron friendly and it gets them to the
content they're looking for faster.
