[OPLINLIST] Blocking Families in Default

OPLIN Libraries:
We are looking at changing our policy to block family members when one of
the members reaches our $10 fine max. Cards between spouses will not be
linked so they will only be blocked when a minor has been blocked or vice
versa. Our problem has been that families will migrate to using cards in
their family network that are under our fine max while allowing the other
cards to remain in default. It seems a little excessive, but we are trying
to encourage our patrons to be better stewards of their accounts.
I would like to hear a little feedback from other libraries - the good and
bad or other ideas for working with these kind of behaviors.
