Position Title: Technical Services Manager

Classification:  Manager I, Grade 27

Starting Salary:  $53,373

Hours/FLSA Status:  40 hours, Exempt

Location:  Administrative Center

Reports to:  Director

Staff Supervised:  Catalogers 2 FT, Acquisition Specialists 2 FT, Head of
Processing FT

*Position Summary:*

The Technical Services Manager manages the workflow of the Technical
Services staff which includes submitting material orders from selectors,
receiving, inventorying, processing and maintenance of library materials.
Supervises, trains and evaluates department employees. Serves as primary
contact for the material vendors; also reconciles vendor issues. Monitors
library materials budget for spending activity, and generates reports for
the Fiscal Office.  Works closely with the Fiscal Office to create purchase
orders and process invoices using financial software.

·         Hires, retains and motivates staff to work towards shared
objectives.

·         Schedules work assignments, writes performance evaluations and
trains staff.

·         Reviews budget accounts and reports balances to Fiscal Officer.

·         Administers the ordering, selecting, receiving, and inventory
processes for library materials and specialized materials.

·         Oversees development, coordination, implementation and evaluation
of system-wide collection management.

·         Works with public services staff and managers to manage projects
and processes to meet the needs of staff and patrons.

·         Works with specialized vendors to implement new products, update
contracts and integrate services.

·         Searches out and examines new offerings for public library
materials and bibliographic products.

·         Reviews and recommends cost effective measures and analyzes
opportunities for outsourcing with cost savings to the department.

·         Participates in budget preparation, including forecasting future
budgetary needs.

·         Participates in long-range planning for the library system which
may include:

o   Analyze existing procedures and streamlining for more efficient
operation.

o   Analyze and implement cost saving initiatives/changes

·         Keeps Director informed of problems and recommends solutions.

·         Other duties as assigned.

 *Minimum Knowledge, Skills, Abilities and Other Characteristics:*

·         Demonstrated ability to direct and supervise the work of others
through effective leadership, supervisory and team building techniques.

·         Experience working with budgets and using Microsoft Excel to
prepare budget reports.

·         Thorough knowledge of principles, theories and concepts of library
science and the relationship to library cataloging systems.

·         Ability to develop creative solutions to increase efficiencies and
streamline processes and procedures.

·         Ability to use office technology systems including personal
computer, software programs (i.e., word processing, email, group editing
software, electronic spreadsheets, databases, presentation software) and
other job related equipment, software and hardware.  Job related software
includes integrated materials purchasing and inventory system and financial
software system.

·         Excellent communications skills; ability to write concise and
coherent reports with keen listening and strong verbal skills.

·         Knowledge of library policies, regulations, principles and
practices of library science, gained through relevant experience.

·         Time management, fixing priorities, organizing skills, attentiven
ess, accuracy in performance.

·         Strong organizational skills with a keen attention to detail.

·   Ability to effectively present in a variety of formal settings- one on
one, group, etc., and to engage participants ' attention.

·         Ability to develop and maintain effective working relationships
with leadership, peers and customers.

·         Experience in training, selecting, supervising, scheduling, and
evaluating staff.

·         Expertise in monitoring budgets and planning for collection
development. Selection experience desirable.

·         Willingness and adaptability to work in a changing work
environment.

·         Demonstrates knowledge of appropriate management and current
library technical services practices.



*Minimum Education, Experience, and Licensing Requirements:*

·         Preferred 3 years progressive experience with a library
acquisitions and cataloging system.

·         ALA accredited MLS degree.



*Physical Requirements:*

·         Able to use hands and fingers, grasp, handle, feel, or operate
objects, tools, or controls – including computers, phones, and office
equipment.

·         Able to read computer screens and print materials

·         Valid driver’s license and proof of vehicle insurance.
