[OPLINLIST] zero or no fines -- affect on levy programs?

Hey everyone,

I know a lot of libraries have moved to a very low, or zero, overdue fines policy; I was wondering if there is anyone out there that might share any unexpected results with me.  I am also interested in knowing if the policy came up as an issue in subsequent levy campaigns or other public forums.
